a) Leadership and general management of VWA’s activities; Responsible for the Vietnam Women’s Union, Ministry of Education and Training, VWA’s Board of Trustees and superior management agencies for all aspects of VWA.

c) Directly manage those working areas:

– Strategy, orientation of development, and long-term plan of VWA;

– Organization and personnel work (apparatus, planning, recruitment, use, designation, re-designation, evaluation, emulation for reward, punishment, training of officials, workers…) and internal political protection;

– Training (granting degrees) for qualifications and quality assurance;

– Student and alumni affairs;

– Accounting, finance;

– Investment, basic construction, facilities (value above the authorized level), land of VWA;

– Training and fostering for students outside the public sector.

– Inspection, legislation, dispute resolution, complaints and denunciations against public officials;

d) Directly manage (monitor, direct, evaluate) these units: Training Department, Testing and Quality Assurance Department, Finance and Accounting Department, Student Affairs Department, Administrative Organization Department (organization and human resources), CETCAW, Information Technology Institute (training and scientific research) and faculties (except Gender & Development Faculty).

Areas of responsibility:

a) Directly manage and be responsible to VWA’s President, VWA’s Board of Trustees and superior management agencies in the fields of work at VWA Headquarter:

– Training the officials of the Vietnam Women’s Union at all levels, officials working on women’s work and female officials in the political system;

– Administrative and office work: short-term planning for VWA, reporting, document processing, clerical work, archives, stationery;

– External affairs with domestic delegations;

– Health and environmental sanitation work;

– Security and order, fire protection and prevention;

– Management and operation of facilities (except for areas in charge of VWA’s President);

– Editor-in-chief of VWA’s official website (concurrently);

– Information technology (infrastructure, operations management);

– In charge of the Legal Consultation Center;

– Approve plans, estimates, and final settlement documents of VWA’s activities according to the field of responsibility and authorized value; Approve process of working overtime officials and employees;

– Sign and approve documents (receipts and payments) after being approved by the Board of Management to serve the purpose of stamping and storing documents according to regulations.

b) Directly manage (monitor, direct, give initial evaluation opinions on work results) these units/organizations: Administrative Organization Department (administrative, office, facility management), Staff Training Center, Legal Consultation Center, Information Technology Institute (websites, mass-media communications, management of operations, library)

Areas of responsibility :

a) Directly manage and be responsible to VWA’s President, VWA’s Board of Trustees and superior management agencies in the following areas of work:

– Scientific research and intellectual property of VWA;

– Field of International Cooperation; external affairs with international delegations;

– Editor-in-chief of VWA’s Science Magazine (concurrently);

– Head of Gender & Development Faculty (concurrently);

– Approve plans, estimates, and final settlement documents of VWA’s activities according to the field of responsibility, and Gender & Development Faculty’s activities according to the authorized value;

– Authorized to generally manage the work of VWA when members of VWA’s Board of Management go on business or study abroad.

b) Directly manage (monitor, direct, give initial evaluation opinions on work results) these units/organizations: Gender & Development Faculty, Women’s Studies Institute, International Cooperation and Scientific Management Department.
